They buy a lot because prices become unpredictable and because the act of grocery shopping begins to consume way too much time. Any these things snowball. You see a man buying all the hand sanitizer, you realize its better to buy some now, before this happens again. It has nothing to do with panic and everything to do with purely logical decisions and economic trade offs. The phenomena of "panic buying" can very easily occur, without a panic.
